Victor Project: EA & Permitting |
In accordance with the Canadian Environmental Assessment Act, De Beers filed the Victor Project prospectus with the relevant authorities in May 2002. In August 2003, the company was notified that Natural Resources Canada would be the lead Responsible Authority for the EA process.
Final guidelines for the Victor Project environmental assessment were issued by the Government of Canada on February 26, 2004. On March 8, 2004 De Beers submitted a Comprehensive Study EA for review. In response to requests that came out of the first round of consultations, De Beers conducted a re-evaluation of site access and power supply alternatives in June and July 2004. A report outlining the alternatives was submitted for review on August 20, 2004. The company pursued Federal and Provincial EA and permitting requirements in parallel.
The Canadian Environmental Assessment Agency, on behalf of the federal departments, issued the De Beers Victor Diamond Project Comprehensive Study for public review. The Minister's decision on the federal EA process was released on August 18, 2005, followed by three provincial EA approvals. The latter assessed the need for separate provincial assessments of construction power supplies, electrical transmission lines, and for service corridors across Crown Lands.
With the successful conclusions of the EA process, applications for more than 75 provincial and federal environmental permits could be finalized.
