- An interim agreement was signed in November 2004 allowing work on the traditional lands of Attawapiskat First Nation until an Impact Benefits Agreement could be successfully negotiated, signed and ratified. On November 5, 2005 De Beers and the Attawapiskat First Nation successfully completed the Impact Benefits Agreement and the major construction program began.
De Beers has also successfully negotiated a Working Relationship Agreement with Taykwa Tagamou First Nation and an Impact Benefits Agreement with Moose Cree First Nation for the Victor Project. These agreements cover areas such as business, employment and training opportunities and De Beers continues to work with other affected communities in the Victor Project area.
- On-site infrastructure currently includes a construction camp and permanent accommodation camp that can house approximately 800 workers The site is accessible by air year-round and by winter road - as conditions permit - for approximately six weeks each winter.
- A Safety Management System (SMS) has been developed to maximize safety during construction and operations.
- The existing Environmental Management System (EMS) has been expanded to cover the current construction phase.
The feasibility study, conducted in 2003, included geological drilling, seismic and electromagnetic surveys, hydrology and geotechnical studies, civil engineering as well as ongoing environmental assessment and permitting.
